While the community manager is not a member of the board of directors themselves, they do work closely with the board to support the community. The community manager is an employee of a management company. Their job is to act as a liaison between the board and the management company. They must make sure the association carries out their decisions effectively.

Community association managers oversee the operations, business management, budget, common spaces, and services of a community. Besides knowing and enforcing the CC&Rs, the community association manager keeps up to speed on local legislation.
